ISSP is the only independent institute in Montenegro, established in 1998. A key idea behind establishing the institution was to assemble young people that have an entrepreneurial way of thinking, a liberal understanding of economy and society, and that respect the importance of both formal and informal institutions (especially traditional and moral) for individual behavior.

This idea was institutionalized, not only through ISSP, but also Center for Entrepreneurship and Economic Development (CEED), Center for Applied Research and Analysis (CARA) and Center for Training and Economic-financial Education. All these institutions are also part of the network of international postgraduate studies ‘Entrepreneurial Economy’, network of institutes from Serbia, first of all G-17 and Institute for Social Sciences, network of Balkan Institutes (Balkan Network). It has a strategic partnership with Center for Economic and Policy Studies (CEPS) from Brussels, The Vienna Institute for International Economic Studies (WIIW), and International Center for Economic Research (ICER) from Turin. ISSP is a member of Global Development Network (GDN), and has cooperation with Heritage Foundation, Atlas Foundation, Liberty Fund, Mont Pelerine Society, International Law Institute etc.

ISSP is a long term partner of Cheseapeake Associates and has support of USAID;
Development of the network in global proportions is the corner stone of the strategic vision of the Institute. ISSP and the whole Economic Reform Network (ERN) assemble young people from Montenegro, from the network (about 50 people) and from other different Montenegrin institutions (more then 200 people). Young people accepted the idea and today they develop it as their own.

The development power of the ISSP and ERN lies in the synergy of a huge number of young people with modern knowledge and ways of thinking. I remember all the difficulties and worries related to developing this institution and the whole network, but the power of youth, knowledge and optimism displayed by the people from the network turns our minds only to the future. And really, the present of our network is the future that has already started.
